日本在戰敗後過了十幾年，由於經濟崩潰導致整個社會動盪不安，為了維持社會的治安因而誕生了「首都警」這個機構，並以配備了強化裝甲服與重武裝的「特殊機甲大隊」為中心，藉由強勢武力來打擊反政府勢力的暴動。 伏一貴是特殊機甲大隊的一員，在一場鎮壓游擊隊的行動中，由於不忍心開槍而目睹一名少女引燃炸彈自爆的景象，從此那個女孩的影像便一直烙印在他的心裡揮之不去。某日，伏一貴巧遇了那個少女的姊姊，兩人間的感情也開始了發展；只是這份純潔的愛情早已混雜了政治鬥爭的血腥，這對戀人最後回到了少女自爆的地下水道，面對各自原本註定的悲淒宿命……
