在受嚴重核污染災害的未來，人類隱蔽在封閉的地下城市得以存活。故事的主角是兩位心地善良的警察，在一次圍剿邪教組織基地的過程中，無意中發現了被該組織監禁的一名帶有白色翅膀、外形像是「天使」的少女。短暫的相處後少女被安全部門扣押並很快成了研究的對象，而受到內心觸動的兩位警官決定冒著生命危險營救這名少女。
