科學警備隊的「光超一郎」隊員在從宇宙站EGG3返回地球的途中，遇到了一名來自U40星球的外星人。自稱為「超人力霸王」的他，是由U40派遣來保護地球免受怪獸等怪異和超自然現象迫在眉睫的威脅。U40察覺到這些災難正在逼近地球，於是超人力霸王透過天空中閃爍的「超級簽名」等方式警告人類即將到來的威脅，並與光進行第三類接觸後合體。 從此，光在陷入危機時，會使用「閃光之星」變身為超人力霸王，與怪獸和外星人戰鬥。
