故事時間是近代未來2023年的東京，社會國際化，流通的擴大。伴隨這社會的變化，社會的黑暗面也在持續改變著。犯罪巧妙化，組織更加大規模化，社會治安持續惡化著。發現到事態嚴重性的當時政府，決定引入時代的系統，便是有組織並處理特殊犯罪的超常規警隊。是為了要及時響應市民的要求，能迅速解決事件的少數精銳警察隊之一。
