故事背景是由於突然變異而誕生了能夠操縱火焰的人種「燃燒者」，導致半個世界被大火所燒毀。故事則發生在這前所未有的事態30年之後，在普羅米波利斯自治共和國，自稱「瘋狂燃燒者」的變異人集團在佛塞特研究所大樓引發火災，針對燃燒者而設置的高機動救命消防隊「烈焰救火隊」接到通報後出動。擁有滅火之魂的消防隊新人加洛和駕駛飛行器的艾娜救助出受災人員。之後，瘋狂燃燒者僅剩的首領里歐和兩名幹部坎羅以及梅斯出現，陷入困境的加洛裝配裝甲「纏」以及在其他隊員的協力下，成功抓捕他們。管轄燃燒者犯罪的警察兼軍隊組織「冰凍警備隊」到達現場，將三人帶走。
