Joe's idol and guru. He gave Joe the V-Watch which enables him to use his VFX powers. In Season 2, he was transformed into the "Captain Blue Device" by the Black Emperor, which GEDOW uses to create monsters. The Black Emperor gave him the scar on his face.<br /><br />
