东京，池袋。<br /> 向往都市生活的少年龙之峰帝人接受从小一起玩到大的好友纪田正臣邀约离开家乡来到东京进入池袋来良学园上学。<br /> 而在池袋有几个绝对不能招惹的人物，尤其是被誉为“最强”的平和岛静雄和经营情报屋的折原临也这两个人。另外，池袋有一个正体不明的暴力组织，名叫“Dollars”。<br /> 然而，就在上京的第一天，因为对池袋复杂的关系而感到不安的帝人就亲眼目睹了骑着黑色摩托在街头穿行的都市传说“无头骑士”——塞尔提·史特路尔森。<br /> 于是，随着池袋接连发生了砍人魔事件，平和岛静雄、折原临也、Dollars、无头骑士、砍人魔、黄巾贼等陆续浮出水面，围绕着“谁是池袋最强”的话题，池袋正面临着崩坏中，一连串不正常但爽直的故事开始了。
