2019年。為了取締擾亂公共秩序和風俗，侵犯人權等的行為，而制定的《媒體良化法》已經經歷了30年，媒體良化委員會與圖書隊之間的戰爭席卷了整個日本。 圖書隊員笠原郁，沒有向雙親吐露，在圖書隊中雖然危險但自己從小就渴望成為一個防衛員的心聲，每天勤奮地進行著軍事訓練。郁在高中時，在書店曾經差一點被一名媒體良化隊員搶去書本，幸得一名圖書隊員的解救。憧憬著自己也能成為正義的夥伴，把連臉都沒有記住的圖書隊員當作是王子般羨慕，郁決定自己也要加入圖書隊，擔負起守護書的責任。 不久，有著卓越運動能力和滿腔熱情的郁，被派遣到有著精英的精銳部隊「圖書館特種部隊」里……
