故事設定在24世紀。彼時人類在火星上進行地球化改造工程，由於兩極冰帽融解的水量超乎預期，全星球有90%被海洋覆蓋，因而被稱為「水星」。在此星球上有個以過去被稱為「水都」的威尼斯為範本所建造的城市新威尼斯，因其仿古的建築與承襲傳統的生活方式而廣受觀光客喜愛；而其中有一種駕駛貢多拉穿梭於運河之間、帶領觀光客遊覽整座城市的職業，稱為領航員。
