距今100年前，在日俄戰爭後，日本因為過度開採甲烷水合物導致海平面上升及板塊位移使得多數的國土沉入海中，並造成海上都市的增加。而海上都市不斷增加的結果就是使海上交通的流量增大並威脅海的安全。為了守護海洋，發展了特別由女性所擔當的「藍色人魚」這個職業，並成為大多數的女學生憧憬的目標。而來自長野縣的岬明乃與知名萌香，為了想要成為「藍色人魚」，進入了橫須賀市中專門培養藍色人魚的海洋高中就讀。
